PML’s Prof. Frost selected for high-level policy role to help protect the global ocean

21 July 2025

We are delighted to share the news that PML’s Prof. Matt Frost has been appointed as the new Co-Lead for the Ocean Panel Expert Group.

Prof. Matt Frost

The High Level Panel for a Sustainable Ocean Economy (Ocean Panel) is a unique global initiative by serving world leaders that is working to build momentum towards a sustainable ocean economy, in which effective protection, sustainable production and equitable prosperity go hand-in-hand.

Since launching in 2018, 18 world leaders, including the UK’s Prime Minister Sir Keir Starmer, have joined together in a mission to sustainably manage 100% of the ocean area under national jurisdictions.

As Head of the International Office at PML and with more than two decades of experience bridging marine science and international policy, Prof. Frost brings a unique blend of research excellence, global collaboration and strategic leadership to the role.

Matt will join fellow co-leads Dr Judith Kildow and Dr Jacqueline Uku to help co-ordinate the Expert Group, composed of over 400 global experts. The Group produce research outputs that explore pressing challenges facing the ocean, providing rapid analysis and guidance to inform the Ocean Panel’s agenda. This knowledge base ensures that the work of the Ocean Panel is grounded in the most current and credible science and knowledge.

Prof. Matt Frost commented:

“The Ocean Panel is such a unique initiative on the global stage and the opportunity to contribute to this as a Lead Expert is both an honour and hugely exciting. The importance of the ocean for a healthy planet and societal well‑being cannot be overestimated and we need to ensure ocean policy and solutions are informed by the most robust and up‑to‑date evidence. I look forward therefore to working with the Ocean Panel and the amazing pool of experts in support of the development of a sustainable ocean economy for the benefit of all”.

Matt has served many leading roles over the years and is also currently Chair of the UK National Decade Committee, the World Association of Marine Stations (WAMS) and the Marine Climate Change Impacts Partnership.

Prof. Frost takes a position vacated by Prof. Peter Haugan after seven years of service. Prof. Haugan contributed significant time and thought leadership to the work of the Ocean Panel, playing a key role in developing its ambitious agenda.
