Lowri Mai Griffiths MBE

Lowri Mai Griffiths MBE is an international ocean governance specialist with extensive experience working across global ocean policy processes. As former Head of the UK’s Ocean Policy Unit at the Foreign, Commonwealth & Development Office, she led UK engagement in key multilateral fora, including the BBNJ negotiations, the International Seabed Authority and UN ocean negotiations and meetings. As an FCDO lawyer she was part of the UK’s delegation to the ATCM and CCAMLR and supported maritime boundary delimitation and marine protection initiatives across the UK Overseas Territories.

Lowri’s career has centred on strengthening the science–policy interface and ensuring that robust evidence informs international decision‑making. She has collaborated widely with scientific institutions, NGOs and intergovernmental organisations to advance nature‑positive outcomes and support sustainable ocean management.

Now an independent consultant, she advises governments, international organisations and civil society on ocean governance, treaty implementation and multilateral strategy. Her work aligns closely with Plymouth Marine Laboratory’s mission to deliver world‑leading marine science for global sustainability.

She holds an LLM from the University of Toronto and an LLB from the University of Bristol and was awarded an MBE for services to ocean policy.
